Irena Morales was the leader of a terrorist cell in Mexico; she used 'coyotes' (people smugglers) to smuggle terrorists into other countries and attack them. In 2003, she and her freelance terrorist organization bombed the French Embassy in Bogota, Columbia, according to Rainbow intel. She was working for an unknown group under contract to attack Las Vegas and was killed at the hands of Keller at the Nevada Dam.
